AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/CON/80 Amdt 2 and issues the following AD under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Applicability: TCM IO-360, TSIO-360, LTSIO-360, O-470, IO-470, TSIO-470, IO-520, TSIO-520,
LTSIO-520, IO-550, TSIO-550 and TSIOL-550 series engines incorporating a crankshaft listed by serial number in Teledyne Continental Motors (TCM) Mandatory Service Bulletin MSB 00-5D.
Note 1: Crankshafts of concern were manufactured in the period 1 April 1998 through 31 March 2000. The crankshafts of concern may have been installed in a new or rebuilt engine by TCM or installed by an organisation other than TCM during a bulk strip or field overhaul at any time after 1 April 1998.
Note 2: Crankshafts of concern can be identified by interpreting the crankshaft serial number. TCM MSB 00-5D details a serial number identification procedure.
Requirement: 1: An authorised representative of TCM to obtain a sample of the crankshaft material for the purpose of metallurgical evaluation in accordance with TCM Mandatory Service Bulletin MSB 00-5D or any subsequent revision.
2: Following compliance with Requirement 1 of this Directive, applicable engines may only be returned to service following receipt of TCM documented evidence that confirms the material sample was found not to exhibit any metallurgical anomalies. The TCM notification of result is to be retained in the engine log book as an engine record.

Compliance: Unless previously accomplished; within 10 hours time in service.
Compliance with a previous issue of this Directive constitutes compliance with the requirements of this Directive.
This Amendment becomes effective on 18 April 2002.

Background: This Directive was originally issued to require core samples of crankshaft material be taken for the purpose of metallurgical evaluation. The requirement follows advice of 11 crankshaft failures in service. The failed crankshafts had been manufactured from steel suspected of containing subsurface anomalies. This amendment reflects the manufacturer’s latest revision of the requirement document. The revision, in part, identifies engines and crankshafts that have not yet complied with previous issues of MSB 005 and increases the number of engines and crankshafts applicable.
Amendment 2 of this Airworthiness Directive became effective on 28 December 2000.
Amendment 1 of this Airworthiness Directive became effective on 7 June 2000.
The original issue of this Airworthiness Directive became effective on 26 April 2000.
