AD/CON/66

Amdt 2

Fuel Pump Drive Coupling 10/96

Applicability: All Teledyne Continental Motors (TCM) piston engines, as listed by model number below, which incorporate a fuel pump as listed by part number (P/N) in TCM Mandatory Service Bulletin Number MSB95-6 or are fitted with a fuel pump, regardless of P/N, which has had a P/N 646176 fuel pump shaft installed.

IO-346-A

IO-520-B, BA, BB, C, CB, M, MB IO-550-A, B, C, G

TSIO-520-B, BB, D, DB, E, EB, J, JB, K, KB, L, LB, N, NB, UB, VB, WB TSIO-550-B

TSIOL-550-A, B

Requirement: To prevent the disengagement of the fuel pump drive coupling which may result in the loss of engine power:

1. a. Remove the fuel pump and inspect the fuel pump shaft in accordance with TCM Mandatory Service Bulletin MSB95-6, Figure 1, to determine the part number of the shaft fitted, and

  1. b. If a current style P/N 646176 fuel pump shaft is found fitted, ensure only a new style P/N 653359 drive coupling is installed when reassembling the fuel pump to the engine. Fuel pumps incorporating an early style P/N 643689 shaft may continue in service until next engine overhaul with either the old style P/N 631263 or a new style P/N 653359 drive coupling fitted.

2.    Replace the old style fuel pump drive coupling P/N 631263 with a new style drive coupling P/N 653359.

Note 1: Requirement 2 is only applicable to fuel pumps found, during compliance with Requirement 1, to have the early style P/N 643689 fuel pump shaft incorporated.

Note 2: FAA Airworthiness Directive 93-16-15 refers.

Compliance: Requirement 1: Unless previously accomplished in accordance with amendment 1 of this directive; within 30 hours time in service effective on 12 September 1996.

Requirement 2: At next engine overhaul after 12 September 1996.

COMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 - 106 CIVIL AVIATION SAFETY AUTHORITY

SCHEDULE OF AIRWORTHINESS DIRECTIVES

Background:  This directive was originally issued on 30 May 1993 to require an inspection of the fuel pump drive coupling for correct engagement. Amendment 1 was issued on 29 February 1996 to include IO-346 engines and fuel pumps incorporating a P/N 646176 shaft. This amendment corrects an ambiguity in the applicability of engines fitted with a fuel pump incorporating the P/N 646176 shaft. Teledyne Continental Motors has confirmed, only "Permold" engine models as listed in TCM MSB95-6 are affected, regardless of the fuel pump configuration.

The original issue of this Airworthiness Directive became effective on 30 May 1993. Amendment 1 of this Airworthiness Directive became effective on 29 February 1996.

Overview

The Civil Aviation Regulations 1998, specifically within Part 39 - 106, outline the Civil Aviation Safety Authority’s (CASA) schedule of airworthiness directives designed to ensure the safe operation of aircraft. This legislative instrument was enacted to address safety concerns regarding the fuel pump drive coupling in certain Teledyne Continental Motors piston engines, aiming to prevent potential engine power loss. The policy objective is to mandate inspections and replacements of specific components to enhance aviation safety. CASA, as the enacting body, ensures compliance with these directives to maintain the airworthiness of aircraft and safeguard the public. The Airworthiness Directive AD/CON/66 Amendment 2, effective from 10 September 1996, mandates that all applicable Teledyne Continental Motors piston engines undergo a thorough inspection of the fuel pump drive coupling to prevent disengagement, which could result in engine power loss. This directive was introduced to correct previous ambiguities regarding the applicability of the fuel pump inspection and replacement requirements. Compliance with the directive includes removing and inspecting the fuel pump, replacing old-style drive couplings with new ones, and adhering to specific timelines for these actions. The directive references FAA Airworthiness Directive 93-16-15, aligning with international safety standards.

Scope and Application

The Civil Aviation Regulations 1998, specifically under Part 39 - 106, mandates airworthiness directives concerning the operation of certain Teledyne Continental Motors piston engines, as outlined in this legislative instrument. This directive applies to all Teledyne Continental Motors piston engines identified by specific model numbers, which incorporate a fuel pump as specified by part number in Teledyne Continental Motors Mandatory Service Bulletin Number MSB95-6, or are fitted with a fuel pump that has had a part number 646176 fuel pump shaft installed. The directive mandates specific actions to prevent the disengagement of the fuel pump drive coupling, which could result in a loss of engine power, and these requirements are applicable to the identified engine models. Compliance with these directives is mandatory within specified timeframes, with certain actions required within 30 hours of the directive's effective date of 12 September 1996, and others at the next engine overhaul following this date. The directive extends its application through subordinate instruments, ensuring comprehensive oversight and compliance within the regulated aviation industry.

Key Provisions

The Civil Aviation Regulations 1998, Part 39, section 106, includes specific provisions for the airworthiness of Teledyne Continental Motors (TCM) piston engines as detailed in Airworthiness Directive (AD) AD/CON/66 Amendment 2, which addresses the fuel pump drive coupling. Section (1) specifies the requirement for all TCM piston engines listed by model number, including those with a fuel pump part number (P/N) as per TCM Mandatory Service Bulletin Number MSB95-6, or fitted with a fuel pump with a P/N 646176 fuel pump shaft installed. The directive mandates inspections and replacements to prevent the disengagement of the fuel pump drive coupling that could lead to a loss of engine power. The obligations under this directive require engine operators to inspect the fuel pump shaft and replace certain drive couplings. Specifically, section (1a) requires the removal and inspection of the fuel pump to identify the part number of the fuel pump shaft. If a current style P/N 646176 fuel pump shaft is found, only a new style P/N 653359 drive coupling should be installed. For fuel pumps with an early style P/N 643689 shaft, they may continue in service until the next engine overhaul, with either the old style P/N 631263 or a new style P/N 653359 drive coupling fitted. Section (1b) mandates the replacement of the old style fuel pump drive coupling P/N 631263 with the new style drive coupling P/N 653359. Compliance must be achieved within 30 hours of time in service effective from 12 September 1996, and the replacement of the drive coupling must occur at the next engine overhaul after 12 September 1996. Failure to comply with the requirements of the Airworthiness Directive can result in serious consequences. Although the specific penalties are not detailed in the text, non-compliance with airworthiness directives can lead to civil or criminal penalties, including fines and potential grounding of the aircraft. The Civil Aviation Safety Authority (CASA) enforces these directives, and persistent non-compliance may also lead to more severe consequences such as suspension or revocation of the aircraft's airworthiness certificate. Ensuring compliance with these directives is crucial to maintaining the safety and airworthiness of the aircraft involved.
