AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.
Bombardier (Canadair) CL-600 Series Aeroplanes
AD/CL-600/52 Refuel Floodlight 5/2002 DM
Applicability: CL-600-2B16 (CL-604) series aeroplanes, modified in accordance with United States Federal Aviation Administration (FAA) Supplemental Type Certificate SA8060NM- D, SA8072NM-D or SA8086NM-D.
Requirement: 1. Unless previously accomplished, remove electrical power from the refuel floodlight as follows:
- Open and lock-out the circuit breaker CB5-B8 located on the aft equipment bay at STA.645L on the JB5 panel.
b. Open the refuel/defuel door located on the right side of the fuselage at the wing root. Remove the maintenance light receptacle by removing the four screws holding the receptacle to the fairing.
c. Pull the light receptacle away from the fairing revealing the two wire leads attached to the receptacle.
d. Disconnect the wires by removing the two screws that attach the wire leads to the receptacle.
e. Cap and stow the wires to prevent contact with metal objects within the fairing.
f. Re-install the light receptacle in the fairing.
g. Close circuit breaker CB5-B8.

AD/CL-600/52 (Continued)
2. Unless previously accomplished, install the wiring modification restoring electrical power to the refuel floodlight as detailed in Paragraph 2, Accomplishment Instructions of Bombardier Service Bulletin TUC-33-30-01-1 dated 1 February 2000 or Revision A dated 10 March 2000.
Note: Transport Canada AD CF-2000-01R1 refers.
Compliance: For Requirement 1 - Within 48 hours after the effective date of this Directive.
For Requirement 2 - No later than 10 October 2002.
This Airworthiness Directive becomes effective on 10 April 2002.
Background: Transport Canada has advised that an investigation of sparking, which occurred when a fuel cap chain contacted the maintenance light housing of the fuel service panel, revealed that power and ground wires to the fuel service panel light assembly were reversed.
This Directive requires disconnection of the electrical power from the refuel floodlight and identifies approved instructions for reconnecting the electrical wires for the refuel floodlight. These actions are designed to prevent a fuel fire due to electrical sparks from the maintenance light housing of the fuel service panel.
Eugene Paul Holzapfel
Delegate of the Civil Aviation Safety Authority 3 April 2002
The above AD is notified in the Commonwealth of Australia Gazette on 10 April 2002.
Overview
The Airworthiness Directive issued under the Civil Aviation Act 1988 (Cth) by the Civil Aviation Safety Authority (CASA) addresses the unsafe condition identified with Bombardier (Canadair) CL-600 series aeroplanes modified in accordance with specific FAA Supplemental Type Certificates. This directive aims to mitigate the risk of fuel fires caused by electrical sparks from the maintenance light housing of the fuel service panel, a problem that arose due to reversed power and ground wires. The policy objective behind this directive is to ensure the ongoing airworthiness of affected aircraft by mandating the disconnection of electrical power from the refuel floodlight and the installation of wiring modifications as specified. Compliance with these requirements is crucial for the safety of the aircraft and its passengers, and failure to adhere to the directive's timeline could result in non-compliance with aviation safety standards.
Scope and Application
The Airworthiness Directive issued under subregulation 39.1 (1) of the Civil Aviation Regulations 1998, applies specifically to Bombardier (Canadair) CL-600 Series Aeroplanes that have been modified in accordance with United States Federal Aviation Administration (FAA) Supplemental Type Certificates SA8060NM-D, SA8072NM-D, or SA8086NM-D. This legislation mandates the actions necessary to rectify an unsafe condition related to the refuel floodlight of these aircraft. The directive requires the disconnection and subsequent re-connection of electrical power to the refuel floodlight to prevent fuel fires caused by electrical sparks. The actions must be undertaken within specified timeframes, with the disconnection of electrical power required within 48 hours of the directive's effective date and the installation of the wiring modification to restore electrical power to be completed no later than 10 October 2002. The directive is applicable across the Commonwealth of Australia, and the requirements are enforced by the Civil Aviation Safety Authority (CASA). There are no stated exclusions, exemptions, or thresholds in this directive, which is comprehensive in its application to the specified aircraft types and modifications.
Key Provisions
The Airworthiness Directive (AD) outlined in F2006B08615 is specifically applicable to Bombardier (Canadair) CL-600-2B16 (CL-604) series aeroplanes that have undergone modifications as per the United States Federal Aviation Administration (FAA) Supplemental Type Certificates SA8060NM-D, SA8072NM-D, or SA8086NM-D. This AD is issued to address an unsafe condition identified by Transport Canada, which found that the electrical wiring for the refuel floodlight had been reversed, potentially leading to sparking and a fire hazard. The directive requires two main actions to be taken: the disconnection of electrical power from the refuel floodlight and the installation of a wiring modification to restore electrical power correctly.
The AD mandates that the electrical power from the refuel floodlight be disconnected by locking out circuit breaker CB5-B8, removing the maintenance light receptacle, disconnecting and capping the wires, and then reinstalling the receptacle and closing the circuit breaker. Additionally, the AD requires the installation of a wiring modification to restore electrical power, following detailed instructions provided in Bombardier Service Bulletin TUC-33-30-01-1 or its revision. The AD stipulates specific timelines for compliance: the disconnection must be completed within 48 hours of the directive's effective date, and the wiring modification must be installed no later than 10 October 2002.
Operators and owners of the affected aircraft must adhere to these requirements, ensuring that the specified actions are taken promptly and correctly to maintain the airworthiness of the aircraft. Failure to comply with these directives can lead to significant safety risks, including the potential for electrical fires during refuelling operations.
Breaching the requirements of this AD can result in severe consequences, as it directly impacts the safety of the aircraft. While the specific penalties for non-compliance are not detailed in the AD, under the Civil Aviation Regulations 1998, violations of airworthiness directives can result in significant fines and potential grounding of the aircraft. Such penalties are intended to enforce compliance and ensure the continued safe operation of the aircraft in Australian airspace.
