Note 1: Transport Canada AD CF-2000-17R1 refers.

Compliance:  For Requirement 1 - Within 60 days or 550 hours time in service (TIS) after the effective date of this Amendment, whichever occurs first.

For Requirement 1.a. - Before further flight. For Requirement 1.b. - Before further flight. For Requirement 1.c. - Before further flight. For Requirement 1.d. - Before further flight.

For Requirement 2 - By the next 'C' check or within 4000 hours TIS after the date of repair, whichever occurs first.

For Requirement 3 - Within 60 days or 550 hours TIS after the effective date of this Amendment, whichever occurs first.

This Amendment becomes effective on 19 April 2001.

Background:   Transport Canada has received a number of reports of chafing of the IDG cables on the firewall separators. This condition, if not corrected, could result in the in-flight loss of electrical power and/or loss of firewall separator integrity.

The above AD is notified in the Commonwealth of Australia Gazette on 21 March 2001.

Overview

The Airworthiness Directive (AD) for Bombardier (Canadair) CL-600 (Challenger) Series Aeroplanes, issued under the Civil Aviation Regulations 1998 (CAR 1998), was enacted in 2001 to address specific safety concerns related to the Integrated Drive Generator (IDG) cables and firewall separators on these aircraft models. This AD was necessitated by reports of chafing of the IDG cables on the firewall separators, which, if unaddressed, could lead to in-flight loss of electrical power and compromise the integrity of the firewall separator. The AD was issued by Eugene Paul Holzapfel, a delegate of the Civil Aviation Safety Authority (CASA), to ensure that the necessary inspections and modifications are performed to mitigate these risks. The directive mandates visual inspections and appropriate corrective actions based on the condition of the IDG cables and firewall separators, aiming to maintain the airworthiness of the affected aircraft.

Scope and Application

This Airworthiness Directive applies specifically to Bombardier (Canadair) CL-600 (Challenger) Series Aeroplanes, more precisely the CL-600-2B19 "Regional Jet" aircraft with serial numbers ranging from 7003 to 7269 inclusive. The directive was issued by the Civil Aviation Safety Authority (CASA) delegate, Eugene Paul Holzapfel, to address safety concerns regarding the Integrated Drive Generator (IDG) cables and firewall separators, following reports of chafing and damage that could lead to significant in-flight risks. The AD mandates certain actions be taken to rectify the unsafe condition, with detailed requirements for inspection, repair, and replacement of components as specified. The compliance timelines for these requirements vary, with some actions needing to be completed before further flight and others within specific timeframes or hours of service. This AD revokes the previous AD AD/CL-600/38 and is effective from 19 April 2001, as notified in the Commonwealth of Australia Gazette on 21 March 2001.

Key Provisions

The main sections of this Airworthiness Directive (AD) outline the applicability of the directive, the requirements that must be met, and the compliance timeframes for the Bombardier (Canadair) CL-600 (Challenger) Series Aeroplanes, specifically for aircraft with serial numbers 7003 through 7269 inclusive. The AD requires a visual inspection of the Integrated Drive Generator (IDG) cables and firewall separators for any chafing or damage (section 1). Depending on the results of this inspection, specific actions must be taken, such as installing conduits over the IDG cables, repairing or replacing damaged cables, and ensuring that only a particular type of IDG cable clamp (P/N TA121010R14-04) is used on both left and right pylons (sections 1.a to 1.d and 3). The AD also mandates that any previously damaged IDG cables be replaced with a temporary repair (section 2). The AD imposes several obligations on the parties governed by it. Primarily, it mandates a detailed inspection process for the IDG cables and firewall separators to identify any chafing or damage. Based on the inspection results, the directive requires specific modifications or repairs to be carried out on the affected parts. For example, if no damage is found, certain protective measures must be installed, whereas if damage is detected, the AD specifies whether the cables should be repaired, temporarily repaired, or replaced entirely. Additionally, it requires that any previously repaired cables be replaced with a temporary repair. The AD further stipulates that the correct type of IDG cable clamp must be installed during the inspection and repair process. All these actions must be completed within specific timeframes, either within a certain number of days or flight hours after the effective date of the AD. Failure to comply with the requirements of this Airworthiness Directive could result in serious safety risks, as the chafing and damage to the IDG cables and firewall separators could lead to in-flight loss of electrical power and compromised structural integrity of the firewall separators. The AD does not explicitly outline specific offences, penalties, or civil/criminal consequences for non-compliance. However, non-compliance with ADs issued under the Civil Aviation Regulations 1998 (CAR) can lead to enforcement actions by the Civil Aviation Safety Authority (CASA), which may include fines, suspension or revocation of airworthiness certificates, or other regulatory sanctions. The exact penalties would depend on the specific circumstances and the severity of the non-compliance, as determined by CASA.
