Bombardier (Canadair) CL-600 (Challenger) Series Aeroplanes
AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/CL-600/34 Amdt 1 and issues the following AD under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.
Applicability: Model CL-600-2B19 “Regional Jet” aircraft, serial numbers 7003 and subsequent.
Requirement: Accomplish the requirements of Transport Canada (TC) AD CF-1998-14R3 by accomplishing the parts specified in either (i) or (ii) below:
(i) Part I, Part II, and Part III (sections A and B); or,
(ii) Part III (section A only) and Part IV.
The flight manual amendments required by sections A, B, and C of Part I of TC AD CF-1998-14R3 may be accomplished by inserting a copy of TC AD CF-98-14R3 in each of the affected sections of the Aircraft Flight Manual.
Note: Accomplishment of Part IV of TC AD CF-98-14R3 constitutes terminating action for Parts I, II, and III.B of the Requirement document.
Compliance: Part I of the Requirement document: Before 9 August 2000, unless already accomplished.
Part II of the Requirement document: As specified in the Requirement document.
Part III of the Requirement document: Within 450 hours time in service after 3 November 1999, unless already accomplished.
Part IV of the Requirement document: As specified in the Requirement document. The compliance times remain unchanged by this amendment.
This Amendment becomes effective on 1 November 2001.
Background: Transport Canada received reports of a number of cases of flap system failure which resulted in a twisted outboard flap panel. These failures were caused by an internal fault within the No. 3 flap actuator (inboard actuator on the outboard flap). In one case a twisted flap was not detected prior to take-off, while in two other cases flap deployment occurred on deployment of the flaps for landing. In all cases the aircraft was controllable and landed successfully.

Amendment 1 provided terminating action for Parts I, II, and III.B of the AD.
Amendment 2 is issued in response to a revision of the Requirement document which revises Part III.A. by listing additional service bulletins that provide approved instructions for the installation of new airspeed placards, and to mandate incorporation of Temporary Revision RJ/71 which reflects the airspeed limitation placard in the aircraft into the Aircraft Flight Manual.
Amendment 1 of this Airworthiness Directive became effective on 2 August 2000.
The original issue of this Airworthiness Directive became effective on 3 November 1999.
