AIRWORTHINESS DIRECTIVE

For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CASR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Cessna 560 (Citation V) Series Aeroplanes

AD/CESSNA 560/6 Electric Pitch Trim System 1/2004

DM

Applicability:  Model 560 aeroplanes, having serial numbers 0260 through 0396 inclusive, except those on which Cessna Service Bulletin 560-34-93, dated 16 March 2001, has been accomplished.

Requirement: 1. Unless previously accomplished, disengage the PITCH TRIM circuit breaker on the left circuit breaker panel and the SERVO 1 circuit breaker on the right circuit breaker panel, and install tie straps on those circuit breakers, in accordance with paragraphs 1.A. and 1.B. of the Accomplishment Instructions of Cessna Alert Service Letter ASL560-27-10, dated 10 October 2003.

2.         Remove the tie straps from PITCH TRIM and SERVO 1 circuit breakers and re- engage the circuit breakers.

3.         Trim printed circuit board assembly having part number 6518351-3 or -5 may not be installed on any aeroplane as a replacement part.

Note: FAA AD 2003-23-02 Amdt 39-13365 refers.

Compliance: For Requirement 1 - Within 5 days or 10 hours time-in-service after the effective date of this Directive, whichever occurs first.

For Requirement 2 - Following the optional accomplishment of the inspection of the trim printed circuit board assembly to determine the part number of the assembly and all applicable follow-on actions, in accordance with paragraphs 2.A., 2.B. and 2.C. of the Accomplishment Instructions of ASL560-27-10.

For Requirement 3 - As of the effective date of this Directive.

This Airworthiness Directive becomes effective on 28 November 2003.

Cessna 560 (Citation V) Series Aeroplanes

AD/CESSNA 560/6 (continued)

Background: This Directive requires disengaging and tie-strapping the pitch trim and autopilot servo (servo 1) circuit breakers. This action is necessary to prevent a single-point failure in the trim system from causing a runaway trim condition that the pilot may be unable to stop by using the autopilot-disconnect switch. This condition could result in loss of control of the aeroplane. The Directive also provides an optional inspection and follow-on actions that, if accomplished, terminates the requirement to disengage and tie-strap those circuit breakers.

The above AD is notified in the Commonwealth of Australia Gazette on 28 November 2003.

Overview

The Civil Aviation Safety Authority (CASA) introduced the Airworthiness Directive (AD) for Cessna 560 (Citation V) Series Aeroplanes to address safety concerns related to the electric pitch trim system. Enacted in 2003, the AD was issued under subregulation 39.1(1) of the Civil Aviation Safety Regulations 1998 to ensure that certain actions are taken to prevent a single-point failure in the trim system from causing a runaway trim condition that could result in loss of control. This directive applies to specific model 560 aeroplanes with certain serial numbers, barring those that have already implemented a related service bulletin. The AD mandates the disengagement and securing of specific circuit breakers and outlines the timeline for compliance, providing a structured approach to enhance the safety of these aircraft.

Scope and Application

The Airworthiness Directive (AD) issued under the Civil Aviation Safety Regulations 1998 applies specifically to Model 560 aeroplanes within the Cessna 560 (Citation V) Series, encompassing serial numbers from 0260 to 0396 inclusive. This directive mandates certain actions to be taken regarding the aircraft's electric pitch trim system to address a potential unsafe condition that could lead to a runaway trim scenario, thus risking loss of control. Notably, this AD does not apply to aircraft that have already implemented Cessna Service Bulletin 560-34-93 dated 16 March 2001. The AD outlines requirements that must be followed, including the disengagement and tie-strapping of specific circuit breakers, the removal of these tie straps following an inspection, and a prohibition on the installation of certain trim printed circuit board assemblies. Compliance timelines are specified, with certain actions needing to be completed within a defined period after the AD's effective date of 28 November 2003. This AD is part of the legislative framework administered by the Civil Aviation Safety Authority, reflecting the Commonwealth's commitment to ensuring aviation safety.

Key Provisions

The Airworthiness Directive (AD) issued under the Civil Aviation Safety Authority (CASA) regulation 39.1 (1) applies specifically to the Cessna 560 (Citation V) Series Aeroplanes with serial numbers ranging from 0260 through 0396, excluding those which have already implemented Cessna Service Bulletin 560-34-93, dated 16 March 2001. The AD mandates specific actions concerning the aircraft's electric pitch trim system to address a safety concern that could result in a loss of control (AD/CESSNA 560/6). The primary requirement outlined in the AD is to disengage the PITCH TRIM circuit breaker on the left circuit breaker panel and the SERVO 1 circuit breaker on the right circuit breaker panel, and to install tie straps on these breakers unless these actions have already been performed. This is detailed in Requirement 1 and must be carried out within five days or 10 hours of time-in-service after the effective date of the AD, whichever comes first. Furthermore, Requirement 2 allows for the optional inspection of the trim printed circuit board assembly to determine its part number and to perform any follow-on actions as specified in the Accomplishment Instructions of ASL560-27-10. Lastly, Requirement 3 prohibits the installation of a trim printed circuit board assembly with part number 6518351-3 or -5 on any aeroplane as a replacement part. The AD imposes several obligations on the parties it governs, primarily focusing on ensuring the airworthiness of the affected aircraft. Operators and owners of the specified Cessna 560 aircraft must comply with the requirements set out in the AD to prevent a potential unsafe condition. This includes the timely disengagement and tie-strapping of the specified circuit breakers and the prohibition on using certain parts. Compliance with these directives is essential for maintaining the safety standards mandated by CASA. Failure to comply with the AD can result in significant legal and safety consequences. While specific penalties are not detailed in the AD, non-compliance with CASA directives can lead to enforcement actions, which may include fines, suspension of airworthiness certificates, or other regulatory sanctions. Additionally, operating an aircraft that does not meet the required airworthiness standards can result in civil liability in the event of an accident caused by the non-compliance. Thus, adherence to the AD is crucial to avoid potential penalties and ensure the safety of flight operations.
