AIRWORTHINESS DIRECTIVE


For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Applicability: Model 560 series aeroplanes having serial numbers (S/N) 560-0001 through 560-0437 inclusive.

 

Requirement: 1. Revise the FAA approved Airplane Flight Manual (AFM) in accordance with the applicable AFM Revision specified below:

 

  1. For aeroplanes having S/N’s 560-0001 through 560-0259 inclusive - AFM Model 560 Citation V, Revision 11, dated 16 July 1998.

 

b.    For aeroplanes having S/N’s 560-0260 through 560-0437 inclusive - AFM Model 560 Citation V Ultra, Revision 7, dated 16 July 1998.

 

2.    Modify the stall warning system of the angle-of-attack computer of the navigational system, in accordance with the Service Bulletins (SB) specified below:

 

  1. For aeroplanes having S/N’s 560-0001 through 560-0055 inclusive - Modify in accordance with Cessna SB560-34-70, dated 14 July 1998.

 

b.    For aeroplanes having S/N’s 560-0056 through 560-0437 inclusive - Modify in accordance with Cessna SB560-34-69, Revision 2, dated 24 July 1998.

 

3.    Angle-of-Attack computers having part number C11606-2 or C11606-3 shall not be installed on any aeroplane.

Compliance: For Requirement 1 - Within ten days after the effective date of this Directive.

 

For Requirement 2 - Within six months after the effective date of this Directive. For Requirement 3 - As of the effective date of this Directive.

This Airworthiness Directive becomes effective on 3 April 2000.

Background:  The FAA has received reports indicating that, while operating in icing conditions or when ice is present on the wings, some Cessna 560 aeroplanes have experienced uncommanded roll at (or slightly higher than) the speed at which the stall warning system is activated.

 

This Directive requires amendment of the AFM and modification of the stall warning system angle-of-attack computer. These measures are intended to decrease the likelihood of uncommanded roll during approach and landing when residual ice is present or can be expected.

Key Provisions

Lastly, angle-of-attack computers with part numbers C11606-2 or C11606-3 are prohibited from being installed on any aeroplane. Compliance with this AD is mandatory and must be achieved within specified timeframes. For Requirement 1, the AFM revisions must be completed within ten days of the AD's effective date. For Requirement 2, the modifications to the stall warning system must be completed within six months of the effective date. For Requirement 3, the prohibition on specific angle-of-attack computers must be implemented as of the effective date of the AD. The AD becomes effective on 3 April 2000, as notified in the Commonwealth of Australia Gazette on 15 March 2000. Failure to comply with the AD may result in significant consequences. The AD does not explicitly state penalties or legal consequences for non-compliance, but non-compliance with ADs can lead to severe repercussions, including potential grounding of the aircraft, civil penalties, or criminal charges.
