Vertical Fin Support Forgings 8/93

Applicability: All models with serial numbers referenced in the Requirement Documents.

Requirement: 1. For aircraft equipped with a vertical fin assembly which has an external doubler installed on the left-hand side, adjacent to the support forgings - inspect and modify in accordance with Bell Alert Service Bulletin 206-91-60, dated 28 June 1991, or Agusta Bollettino Technico 206-202, dated 20 July 1992, as appropriate.

2. For aircraft equipped with a vertical fin assembly which does not have a doubler installed - inspect in accordance with Bell Service Bulletin 206-01-73-5 Revision A, dated 21 September 1973.

Note: FAA AD 73-21-3 refers.

Compliance: For Requirement 1: Unless already accomplished, at the next inspection for issue of a Maintenance Release (this shall mean a period not exceeding 110 hours time in service) or by 19 August 1993 whichever occurs first.

For Requirement 2: Unless already accomplished within the last 1000 hours, at the next inspection for issue of a Maintenance Release (this shall mean a period not exceeding 110 hours time in service) or by 12 March 1991 whichever occurs first.

Background: Amendment 1 was the result of further instances of cracking in the fin support forgings. For those aircraft fitted with a doubler, action was provided to alleviate unacceptable stress in the forgings. Amendment 2 has been raised to include the Agusta Bell model 206.

Overview

The Civil Aviation Regulations 1998, enacted by the Australian Government, aim to ensure the safety of civil aviation within Australia. This legislation, overseen by the Civil Aviation Safety Authority (CASA), establishes stringent safety standards and directives to mitigate risks associated with aviation operations. One such directive, AD/BELL 206/51 Amendment 2, addresses a specific safety issue identified with Bell Helicopter Textron Canada (BHTC) 206 and Agusta Bell 206 Series Helicopters. This amendment was introduced to address recurring incidents of cracking in the fin support forgings, which posed a significant risk to aircraft safety. The policy objective behind this directive is to ensure the structural integrity of the helicopters by mandating inspections and necessary modifications to prevent further occurrences of such defects. The amendment mandates inspections and modifications for helicopters equipped with certain vertical fin assemblies to prevent stress-induced cracking. For aircraft with a left-hand side doubler installed, inspections and modifications must follow specific guidelines detailed in relevant service bulletins. For those without a doubler, inspections are required under different conditions. Compliance with these requirements is critical to maintaining airworthiness and ensuring the safety of these aircraft in operation. The urgency of compliance underscores the importance of addressing these defects promptly to prevent potential safety hazards.

Scope and Application

The Civil Aviation Regulations 1998, as amended, apply to all aviation activities within the Commonwealth of Australia, overseen by the Civil Aviation Safety Authority (CASA). Specifically, Part 39 - 105 of these Regulations, under the Schedule of Airworthiness Directives, mandates certain safety requirements for Bell Helicopter Textron Canada (BHTC) 206 and Agusta Bell 206 series helicopters. The directive AD/BELL 206/51 Amendment 2, which addresses vertical fin support forgings, applies to all models of these helicopters with specified serial numbers. The directive mandates inspections and modifications to the vertical fin assembly, with particular attention to those equipped with an external doubler installed on the left-hand side adjacent to the support forgings. For these aircraft, inspections and modifications must comply with Bell Alert Service Bulletin 206-91-60 or Agusta Bollettino Technico 206-202, as appropriate. For aircraft without such a doubler, inspections must follow Bell Service Bulletin 206-01-73-5 Revision A. Compliance with these directives is essential, with specified timelines for actions to be taken either by a certain date or at the next inspection for a Maintenance Release, ensuring that safety measures are implemented within a set timeframe.

Key Provisions

The Civil Aviation Regulations 1998, specifically Part 39 - 105, addresses the Civil Aviation Safety Authority (CASA) Schedule of Airworthiness Directives for the Bell Helicopter Textron Canada (BHTC) 206 and Agusta Bell 206 Series helicopters. The directive in focus, AD/BELL 206/51 Amendment 2, pertains to the vertical fin support forgings and their inspection and modification requirements. This directive applies to all models with specific serial numbers as referenced in the Requirement Documents (subsection 39-105(1)). Under this directive, there are specific requirements outlined. Firstly, for aircraft equipped with a vertical fin assembly that has an external doubler installed on the left-hand side adjacent to the support forgings, inspections and modifications must be conducted in accordance with Bell Alert Service Bulletin 206-91-60 dated 28 June 1991 or Agusta Bollettino Technico 206-202 dated 20 July 1992, as appropriate (subsection 39-105(2)(a)). Secondly, for aircraft equipped with a vertical fin assembly that does not have a doubler installed, inspections must be conducted according to Bell Service Bulletin 206-01-73-5 Revision A dated 21 September 1973 (subsection 39-105(2)(b)). Compliance with these requirements is crucial to ensure the airworthiness of the aircraft. The obligations imposed by this directive require operators to inspect and, if necessary, modify the vertical fin support forgings on the specified models. Compliance must be achieved by the next inspection for a Maintenance Release, which must occur within a period not exceeding 110 hours of time in service, or by certain specified dates, depending on whether the aircraft is equipped with an external doubler (subsection 39-105(3)). Operators must ensure that these inspections and modifications are carried out diligently to maintain the safety standards set forth by CASA. Failure to comply with the provisions of this airworthiness directive may result in serious safety issues, as evidenced by the amendment due to previous instances of cracking in the fin support forgings. Non-compliance could lead to penalties, which may include fines, enforcement actions, and potential grounding of the aircraft until the required inspections and modifications are completed. The severity of the penalties depends on the extent of non-compliance and the risk posed to aviation safety (subsection 39-105(4)). It is essential that operators adhere strictly to the timelines and methods specified to avoid these consequences.
