SCHEDULE OF AIRWORTHINESS DIRECTIVES

Beechcraft 50 (Twin Bonanza) Series Aeroplanes

AD/BEECH 50/24 Exhaust Augmenter Clamps 3/73

Applicability: All models.

Requirement: Inspect the clamps on the main augmenter tubes for security. Pay particular attention to the forward clamp at the rear of the fire-wall, adequate clearance must be present between the two halves of the clamp when fully tightened.

Note: The specified bolts AN4-13A are longer than strictly necessary in order to facilitate installation, therefore they must be fitted with the appropriate number of spacing washers and care must be taken to ensure that the nut does not bottom on the thread when fully torqued. The recommended torque values for the clamp nuts are 50- 70 in. lbs with 100 in. lbs maximum.

Compliance: Within 100 hours time in service after 30 March 1973.

Overview

The Civil Aviation Regulations 1998, as amended by the legislative instrument F2006B03948, aim to enhance the safety standards of civil aviation in Australia. This specific regulation, part of the broader schedule of airworthiness directives, addresses the safety concerns associated with the exhaust augmenter clamps on Beechcraft 50 (Twin Bonanza) Series Aeroplanes. The regulation was introduced to ensure that the clamps on the main augmenter tubes are secure, particularly focusing on the forward clamp at the rear of the fire-wall, to prevent any failure that could lead to hazardous conditions during flight. The enacting body responsible for these regulations is the Australian Parliament, with the overarching policy objective being the enhancement of aviation safety through stringent compliance and inspection protocols.

Scope and Application

The Civil Aviation Regulations 1998, specifically PART 39 - 105, pertains to the safety directives issued by the Civil Aviation Safety Authority for aircraft operations in Australia. This particular regulation, AD/BEECH 50/24, applies to all models of Beechcraft 50 (Twin Bonanza) series aeroplanes, mandating that the clamps on the main augmenter tubes be inspected for security. A crucial aspect of this directive involves ensuring that there is adequate clearance between the two halves of the forward clamp located at the rear of the firewall. Additionally, the specified bolts, AN4-13A, which are longer to ease installation, must be fitted with the appropriate spacing washers to prevent the nut from bottoming on the thread when fully torqued. The regulation stipulates that the clamp nuts should be torqued to a value between 50 and 70 in. lbs, with a maximum of 100 in. lbs. Compliance with these directives is required within 100 hours of the aircraft's time in service following 30 March 1973. This regulation extends its reach across all Commonwealth jurisdictions in Australia, ensuring that the safety standards are uniformly applied to all applicable aircraft operations within the country.

Key Provisions

The key operative sections of the Civil Aviation Regulations 1998, Part 39 – 105 AD/BEECH 50/24 ((1)) focus on the maintenance and inspection requirements for the exhaust augmenter clamps of Beechcraft 50 (Twin Bonanza) series aeroplanes. Specifically, Section 3/73 mandates that all models must undergo an inspection of the clamps on the main augmenter tubes to ensure they are secure. A particular emphasis is placed on the forward clamp at the rear of the firewall, where adequate clearance between the two halves of the clamp must be present when fully tightened. The regulation also notes that the specified bolts, AN4-13A, are longer than necessary to facilitate installation, requiring the use of appropriate spacing washers to ensure proper fit and torque. The recommended torque values for the clamp nuts are between 50-70 in. lbs, with a maximum of 100 in. lbs. The obligations imposed by the Act on the parties or entities it governs include ensuring that the inspection and maintenance of the exhaust augmenter clamps are conducted meticulously. Operators of Beechcraft 50 (Twin Bonanza) series aeroplanes must ensure that the clamps are checked within 100 hours of time in service after 30 March 1973. This requirement applies uniformly to all models within the specified series. Additionally, operators must use the specified bolts with the appropriate spacing washers to prevent the nut from bottoming on the thread when fully torqued, adhering to the recommended torque values to maintain the integrity of the clamps. Violations of the provisions set out in the Civil Aviation Regulations 1998 can lead to various consequences. Although the specific penalties are not detailed in the provided text, non-compliance with airworthiness directives generally results in civil or criminal penalties under the Civil Aviation Act 1988. The maximum penalties for non-compliance with safety directives can include substantial fines and, in severe cases, imprisonment. The exact penalties may depend on the severity of the breach and whether it was intentional or due to negligence. It is essential for operators to adhere to these regulations to avoid any legal repercussions and ensure the safety and airworthiness of their aircraft.
