SCHEDULE OF AIRWORTHINESS DIRECTIVES

Beechcraft 400 Series Aeroplanes

AIRWORTHINESS DIRECTIVE

For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

AD/BEECH 400/16 Aft Fuselage Fuel Drain Tube Assembly 3/2000

DM

Applicability: Model 400A aeroplanes serial numbers RK-1 through RK-92 inclusive.

Requirement: 1. Replace the existing aft fuselage fuel drain tube assembly, part number (P/N) 128- 920151-1 with a new, modified tube assembly, P/N 128-920237-1, in accordance with Raytheon Aircraft Service Bulletin SB.28-3076, dated October, 1997.

2. A P/N 128-920151-1 must not be installed as a replacement item on an aeroplane.

Note: FAA AD 99-21-08 refers.

Compliance: 1. Within 200 flight hours after the effective date of this Airworthiness Directive.

2. As of the effective date of this Airworthiness Directive.

This Airworthiness Directive becomes effective on 27 January 2000.

Background: Chafing of the fuel drain tube assembly by the elevator control cable has occurred which could result in fuel leakage from the fuel drain tube assembly and consequent risk of fire.

Overview

The Civil Aviation Regulations 1998, as amended, address the safety and regulatory oversight of civil aviation within Australia. Specifically, the legislation includes provisions under PART 39 which pertains to the issuance of Airworthiness Directives (AD) by the Civil Aviation Safety Authority (CASA). This legislative instrument was enacted to ensure that aircraft maintain an airworthy status, thereby preventing unsafe conditions that could potentially lead to accidents or incidents. The AD/BEECH 400/16 issued in 2000 targets the Beechcraft 400 Series aeroplanes, particularly addressing an issue with the aft fuselage fuel drain tube assembly. This directive was introduced to mitigate the risk of fuel leakage due to chafing by the elevator control cable, which could lead to fire hazards. The policy objective of this AD is to mandate specific corrective actions to ensure the continued safe operation of the affected aircraft models.

Scope and Application

The Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) under the Civil Aviation Regulations 1998 applies specifically to Beechcraft 400A aeroplanes with serial numbers RK-1 through RK-92 inclusive. This regulatory measure is targeted at ensuring the safety of these particular aircraft by addressing an identified issue with the aft fuselage fuel drain tube assembly. The requirement set out in the AD mandates that the existing fuel drain tube assembly, part number 128-920151-1, must be replaced with a new, modified tube assembly, part number 128-920237-1, as per the instructions outlined in Raytheon Aircraft Service Bulletin SB.28-3076 dated October 1997. Additionally, it prohibits the installation of the older part number as a replacement on any aeroplane. The directive specifies two compliance timeframes: the replacement must occur within 200 flight hours following the effective date of the AD, which is 27 January 2000, and any non-compliance must be rectified as of this date. This AD extends the jurisdictional reach of CASA across the Commonwealth of Australia, ensuring that the specified safety measures are uniformly implemented and enforced.

Key Provisions

The key operative sections of this Airworthiness Directive (AD/BEECH 400/16) pertain specifically to the replacement of the aft fuselage fuel drain tube assembly on Beechcraft 400 Series aeroplanes. According to section 1 of the requirement, the existing fuel drain tube assembly, part number 128-920151-1, must be replaced with a new, modified tube assembly, part number 128-920237-1, following the instructions provided in Raytheon Aircraft Service Bulletin SB.28-3076 dated October 1997. Moreover, section 2 of the requirement prohibits the installation of the P/N 128-920151-1 as a replacement item on an aeroplane. These requirements are imperative to mitigate the risk of fuel leakage and subsequent fire hazards arising from chafing by the elevator control cable. The AD imposes obligations on the owners and operators of Model 400A aeroplanes with serial numbers RK-1 through RK-92 inclusive. They must ensure that the specified replacement of the fuel drain tube assembly is carried out within 200 flight hours from the effective date of the AD, which is 27 January 2000, as per the compliance section. Failure to adhere to these directives could result in safety breaches and non-compliance with Civil Aviation Regulations. In terms of consequences, any breach of the AD could lead to significant civil and criminal penalties. While the AD itself does not specify exact penalties, non-compliance with Civil Aviation Regulations can result in severe consequences, including fines and potential grounding of the aircraft. The exact penalties would be determined in accordance with the Civil Aviation Act 1988 and related regulations, which could include substantial financial penalties and legal action against the non-compliant parties.
