SCHEDULE OF AIRWORTHINESS DIRECTIVES

Beechcraft 33 and 35-33 (Debonair/Bonanza) Series Aeroplanes

AD/BEECH 33/39 Cabin Fresh Air Blower 12/91

Applicability: Model F33A with serial numbers CE-941 through CE-1555.

Model F33C with serial numbers CJ-156 through CJ-179.

Requirement: Action in accordance with the Technical Requirements of FAA AD 91-20-08 Amdt 39-8042.

Note: Beech SB 2380 refers.

Compliance: As specified in the requirement document with a revised effective date of 12 December 1991 for Australian registered aircraft.

Background: Reports have been received of air blower housing attachment failures. This condition could lead to blower impingement on the flight control cables located below the blower. The effective date required by the FAA is extended by approximately one month.

Overview

The Civil Aviation Regulations 1998, specifically Part 39, encompasses the Airworthiness Directives (ADs) that govern the maintenance and operation of aircraft to ensure safety. One such directive is AD/BEECH 33/39, which pertains to the cabin fresh air blower of Beechcraft 33 and 35-33 (Debonair/Bonanza) Series Aeroplanes. Enacted to address the issue of air blower housing attachment failures, this directive aims to mitigate potential hazards such as blower impingement on the flight control cables, which could compromise aircraft safety. The directive applies to specific models and serial numbers, mandating compliance with the Technical Requirements of FAA AD 91-20-08 Amdt 39-8042, with an effective date extended for Australian registered aircraft to 12 December 1991. The Civil Aviation Safety Authority (CASA) issues these directives to enforce safety standards and ensure that all aircraft within the specified categories adhere to the stipulated requirements. The policy objective behind AD/BEECH 33/39 is to enhance the safety of Australian registered Beechcraft 33 and 35-33 Series Aeroplanes by addressing identified structural issues that could lead to critical operational failures. By aligning with the FAA’s Technical Requirements and extending the compliance deadline, CASA ensures that the safety measures are both stringent and practical, allowing operators sufficient time to implement the necessary modifications. This approach reflects CASA's commitment to maintaining high safety standards in civil aviation, thereby protecting both the flying public and aviation personnel.

Scope and Application

The Civil Aviation Regulations 1998, specifically Part 39 - 105, which pertains to the Civil Aviation Safety Authority (CASA) Schedule of Airworthiness Directives, applies to the Beechcraft 33 and 35-33 (Debonair/Bonanza) series aeroplanes. The particular airworthiness directive in question, AD/BEECH 33/39, mandates compliance with the Technical Requirements of FAA AD 91-20-08 Amdt 39-8042 concerning the cabin fresh air blower. This directive applies to specific models and serial numbers of the Beechcraft 33A and 33C aeroplanes, namely F33A with serial numbers ranging from CE-941 to CE-1555 and F33C with serial numbers from CJ-156 to CJ-179. The directive necessitates corrective action to address reported failures of the air blower housing attachment, which could potentially result in the blower impinging on the flight control cables located beneath it. Compliance with this directive must be achieved in accordance with the specified requirements, with an effective date of 12 December 1991, extended by approximately one month for Australian registered aircraft. Further guidance can be found in Beech SB 2380. This regulation is applicable to aircraft within the Australian jurisdiction and serves to ensure the safety and airworthiness of these specific aircraft models.

Key Provisions

The Civil Aviation Regulations 1998, Part 39 - 105, specifically address the airworthiness of Beechcraft 33 and 35-33 (Debonair/Bonanza) series aeroplanes. Within this part, AD/BEECH 33/39 focuses on the cabin fresh air blower (Section 12/91). This directive is applicable to model F33A with serial numbers CE-941 through CE-1555 and model F33C with serial numbers CJ-156 through CJ-179. The directive mandates that these aircraft must comply with the Technical Requirements of FAA AD 91-20-08 Amendment 39-8042, with a revised effective date of 12 December 1991 for Australian registered aircraft. This directive references Beech SB 2380 for compliance specifications. The obligations imposed by this directive require aircraft operators to ensure that the cabin fresh air blower systems on specified Beechcraft models are modified or inspected in accordance with the detailed technical requirements outlined in FAA AD 91-20-08 Amendment 39-8042. Operators must address any air blower housing attachment failures to prevent potential blower impingement on the flight control cables located beneath the blower. This involves conducting necessary inspections, repairs, or modifications to the air blower system to mitigate the risk of such failures. Operators must ensure that all actions are taken in compliance with the specified requirements and the revised effective date. Failure to comply with the airworthiness directives specified in the Civil Aviation Regulations can lead to significant consequences. Under Section 91.323 of the Civil Aviation Regulations, non-compliance with an airworthiness directive is an offence. The maximum penalty for such an offence is a fine of up to $100,000 for an individual and $500,000 for a corporation. Additionally, non-compliance may result in the suspension or revocation of the aircraft's certificate of airworthiness, which would prevent the aircraft from being legally operated until the required modifications or inspections are completed and approved by the Civil Aviation Safety Authority (CASA).
