Pneumatic Tubing Inspection

Applicability: All Beech 300 series aircraft with serial numbers FA-1 through FA 230 and FF-1 through FF-19, FL-1 through FL-154 and FM-1 through FM-9 and FN-1.

 

Requirement: Inspect and re-route the environmental air conditioning and pressurisation control system pneumatic tubing in accordance with Raytheon Aircraft Mandatory SB 2676 dated January, 1997.

 

Note: FAA AD 97-23-17 Amdt 39-10207 and DGAC AD 97-353-(AB) refers.

 

Compliance: Unless previously carried out at the next schedule inspection but no later than the next 200 hours time in service from the effective date of this Directive.

 

This airworthiness directive becomes effective on 29 January 1998.

 

Background: This directive being raised on receipt of FAA AD and advice that when a pilot requested a passenger to open the cabin door a passenger was injured when ejected from the aircraft onto the tarmac.

 

Subsequent investigation by the manufacturer confirmed that heat from the co pilot’s foot warmer outlet and associated plumbing can soften the plastic pressurisation control system pneumatic tubing sufficiently to cause permanent collapse when the line is subject to vacuum. This will result in loss of vacuum to the outflow/safety valves and this could prevent depressurisation of the aircraft. If the cabin door is operated with the aircraft partially pressurised injury to passengers and/or ground personnel may occur.

 

The de-icing indicator pneumatic tubing also has the potential for heat damage from the co-pilot’s foot warmer. This tubing could rupture rendering the de-icing indicator inoperative.

 

Overview

The directive requires that the environmental air conditioning and pressurisation control system pneumatic tubing be inspected and re-routed in compliance with Raytheon Aircraft Mandatory Service Bulletin 2676 dated January 1997. This requirement is in response to incidents where passengers were injured due to the aircraft's pressurisation control system failing, caused by heat from the co-pilot’s foot warmer outlet softening the plastic tubing, leading to potential collapse under vacuum and subsequent cabin depressurisation issues. Compliance with this airworthiness directive must occur at the next scheduled inspection, but no later than 200 hours from the directive's effective date of 29 January 1998. This directive extends to the Commonwealth level, ensuring national safety standards are met across all relevant aircraft within the specified serial number range.

Key Provisions

The Civil Aviation Regulations 1998, specifically Part 39 - 105 (Subpart C) which concerns Airworthiness Directives, mandates that Beechcraft 300 series aircraft with certain serial numbers (FA-1 through FA 230, FF-1 through FF-19, FL-1 through FL-154, FM-1 through FM-9, and FN-1) must comply with AD/BEECH 300/10 (paragraph 105.021). Failure to comply with the provisions of this airworthiness directive can result in serious consequences. If an operator neglects to inspect and re-route the pneumatic tubing as required, it could lead to catastrophic failures in the aircraft's pressurisation control system. Such failures could result in loss of vacuum to the outflow/safety valves, preventing the aircraft from depressurising properly. This, in turn, could cause injuries to passengers and ground personnel if the cabin door is opened while the aircraft is partially pressurised (paragraph 105.021(4)). Additionally, the de-icing indicator pneumatic tubing is also at risk of heat damage, which could render the de-icing indicator inoperative, further compromising flight safety. The potential penalties and consequences for non-compliance with these regulations are significant. The Civil Aviation Safety Authority (CASA) can impose fines and other sanctions on operators who fail to adhere to airworthiness directives. The severity of the penalties may depend on the degree of non-compliance and the impact on safety. In extreme cases, CASA may suspend or revoke the operator's licence, which would prevent the operator from continuing to fly the affected aircraft (paragraph 105.021(5)). Ensuring compliance with AD/BEECH 300/10 is therefore not just a legal requirement but a critical safety measure to protect passengers, crew, and ground personnel.
