SCHEDULE OF AIRWORTHINESS DIRECTIVES

Beechcraft 200 (Super King Air) Series Aeroplanes

AD/BEECH 200/46

Amdt 2

Elevator Trim Tab System 13/88

Applicability: All models listed in the Requirement Document.

Requirement: a. Action in accordance with Beech SB 2028 R IV Parts I, II, III, IV, V, VI, VII, VIII as applicable.

b. Verify the operation of the elevator trim system in accordance with the Interim Addendum to the FAA approved Flight Manual and Pilots Operating Handbook, (attached to the Requirement document).

c. Action in accordance with Beech SB 2028 R IV Parts IV, V, VI as applicable.

Note: FAA AD’s 86-20-03 and 87-04-24 refer.

Compliance: a. Part I - Within 25 hours time in service after 20 November 1986.

Part II - At the next scheduled inspection for Maintenance Release after 20 November 1986.

Part III IV V VI as applicable prior to 15 May 1987.

Part VIII - At the next scheduled inspection for Maintenance Release after 30 January 1989.

b. Prior to each flight after compliance with Part I or Part II until modified.

Note: This inspection may be accomplished by the pilot in command, in which case the precise A.D. reference shall be entered in a certification made on the Maintenance Release coincident with the Daily Inspection.

c. Aircraft modified to Part III of SB 2028 R II; prior to 24 March 1987.

Background: The manufacturer reports cases of disengagement of the elevator trim cable from the cable drum. This has inhibited movement of the trim tab and increased elevator control forces excessively, thereby resulting in an unsafe condition. Amendment 1 references R III of the Requirement document. R III requires additional modification to prevent water in the cable drum from freezing and immobilizing the trim system. The compliance period for modification is extended. Those aircraft already modified to Part III require additional work due to an unsafe condition. Amendment 2 references Rev IV of the Requirement document which adds Part VIII, requiring additional work on trim actuator.

Overview

The Civil Aviation Regulations 1998, amended by the Legislative Instrument F2006B03701, address the specific safety concerns associated with the elevator trim tab system of Beechcraft 200 (Super King Air) Series Aeroplanes. Enacted by the Commonwealth of Australia, these regulations were introduced to address the problem of the elevator trim cable disengaging from the cable drum, which had caused increased elevator control forces and created an unsafe condition. The objective of this legislation is to mandate specific actions to ensure the safety of the aircraft by requiring compliance with Service Bulletins and conducting necessary inspections and modifications. This legislative instrument is enforced by the Civil Aviation Safety Authority, aiming to ensure that all applicable Beechcraft 200 aeroplanes meet the required safety standards.

Scope and Application

The Civil Aviation Regulations 1998, specifically Part 39 - 105, mandate that the Airworthiness Directives issued by the Civil Aviation Safety Authority apply to all Beechcraft 200 (Super King Air) series aeroplanes. The directive in question, AD/BEECH 200/46 Amendment 2, pertains to the elevator trim tab system and outlines specific actions and verifications to ensure compliance with safety standards. This directive applies to all models listed in the Requirement Document, focusing on preventing the disengagement of the elevator trim cable from the cable drum, which has been identified as an unsafe condition due to increased elevator control forces. The compliance requirements include adhering to the Beech SB 2028 R IV Parts I to VIII as applicable and verifying the operation of the elevator trim system. The directive also mandates that these actions be completed within specified timeframes, either in hours of service or prior to scheduled maintenance inspections. Notably, the directive extends the compliance period for certain modifications and adds new requirements for trim actuators, as referenced in Rev IV of the Requirement document.

Key Provisions

The Civil Aviation Regulations 1998, specifically Part 39 - 105, include detailed provisions for airworthiness directives (ADs) related to the Beechcraft 200 (Super King Air) Series Aeroplanes, with a focus on the elevator trim tab system. Section AD/BEECH 200/46 Amendment 2 outlines specific requirements for addressing issues related to the elevator trim system. This includes actions such as following the manufacturer's Service Bulletin (SB) 2028 Rev IV and verifying the operation of the elevator trim system according to specified documentation (Section 13/88). The actions required under this AD are comprehensive and include modifications to prevent cable disengagement and the freezing of water in the cable drum, which could otherwise immobilize the trim system (Section AD/BEECH 200/46 Amdt 2). These provisions impose clear obligations on the operators and maintainers of the Beechcraft 200 (Super King Air) Series Aeroplanes. Operators must ensure that the elevator trim system is inspected and modified as required within specified timeframes. For instance, Part I of the directive requires action within 25 hours of time in service after 20 November 1986 (Section AD/BEECH 200/46). Additionally, maintainers must verify the operation of the elevator trim system prior to each flight after compliance with certain parts of the directive, or prior to specific scheduled inspections (Section AD/BEECH 200/46). The directive also mandates that any modifications be documented appropriately, with references to the AD and certification made on the Maintenance Release. Failure to comply with the ADs outlined in Section AD/BEECH 200/46 could result in severe consequences. Non-compliance with airworthiness directives is a serious matter and can lead to both civil and criminal penalties. Civil penalties can include fines, while criminal penalties can include imprisonment, reflecting the critical importance of adhering to these safety requirements. The specific maximum penalties are not detailed within this particular AD but generally fall under the broader provisions of the Civil Aviation Act 1988, which can include fines up to $22,200 for individuals and higher for corporations, as well as potential imprisonment terms.
