COMMONWEALTH OF AUSTRALIA (Civil Aviation Safety Regulations 1998), PART 39 - 105 CIVIL AVIATION SAFETY AUTHORITY

SCHEDULE OF AIRWORTHINESS DIRECTIVES

AIRWORTHINESS DIRECTIVE

For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CASR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Boeing 767 Series Aeroplanes

AD/B767/187 Aft Pressure Bulkhead Insulation Blankets 10/2003

Applicability: Model 767-200 and -300 series aircraft, as listed in Boeing Service Bulletin 767- 25A0300 Revision 1, dated 2 May 2002.

Requirement: Modify the installation of the aft pressure bulkhead-to-floor insulation blankets in accordance with the Accomplishment Instructions of Boeing Service Bulletin 767- 25A0300 Revision 1.

Note: FAA AD 2003-13-03 Amdt 39-13203 refers.

Compliance: Before 31 July 2010.

This Airworthiness Directive becomes effective on 2 October 2003.

Background: The actions specified by this Directive are intended to prevent interference with venting during a rapid decompression in the bulk cargo compartment. Such interference could cause damage to the floor structure and damage to certain empennage control cables, which could result in reduced controllability of the aircraft.

Overview

The Civil Aviation Safety Regulations 1998, enacted by the Commonwealth of Australia, address the need to ensure the safe operation of aircraft within Australian airspace. These regulations, particularly Part 39 - 105, establish a framework for the Civil Aviation Safety Authority (CASA) to issue Airworthiness Directives (AD) that mandate corrective actions for specific aircraft models to mitigate identified safety risks. The objective is to enhance aviation safety by ensuring that aircraft meet the necessary safety standards. One such AD, AD/B767/187 issued on 2 October 2003, pertains to Boeing 767 Series Aeroplanes, specifically models 767-200 and -300. This directive was introduced to prevent potential damage to the aircraft’s floor structure and empennage control cables during a rapid decompression in the bulk cargo compartment, thereby ensuring the continued controllability and safety of the aircraft.

Scope and Application

This Airworthiness Directive, issued under the Civil Aviation Safety Regulations 1998, specifically targets Boeing 767-200 and -300 series aircraft. The directive is applicable to those aircraft as listed in Boeing Service Bulletin 767-25A0300 Revision 1, dated 2 May 2002. The directive mandates modifications to the installation of the aft pressure bulkhead-to-floor insulation blankets to prevent potential damage to the floor structure and control cables during a rapid decompression event, which could compromise the aircraft's controllability. This directive is effective from 2 October 2003, and compliance is required by 31 July 2010. The directive applies across the Commonwealth of Australia, governed by the Civil Aviation Safety Authority, and its scope is limited to the specified aircraft models. Any deviations or additional requirements may be outlined in subordinate instruments issued by the CASA delegate.

Key Provisions

The main sections of this Airworthiness Directive (AD) are the applicability, requirement, and compliance sections. The applicability section (1) specifies that this AD applies to Boeing 767-200 and -300 series aircraft listed in Boeing Service Bulletin 767-25A0300 Revision 1, dated 2 May 2002. The requirement section (2) mandates that the installation of the aft pressure bulkhead-to-floor insulation blankets must be modified in accordance with the Accomplishment Instructions of Boeing Service Bulletin 767-25A0300 Revision 1. This action is necessary to prevent potential damage to the floor structure and empennage control cables during a rapid decompression in the bulk cargo compartment, which could compromise the aircraft's controllability. The compliance section (3) specifies that these modifications must be completed before 31 July 2010. The AD becomes effective on 2 October 2003. The AD imposes obligations on the aircraft operators to ensure that the specified modifications to the aft pressure bulkhead-to-floor insulation blankets are carried out in accordance with the instructions provided in Boeing Service Bulletin 767-25A0300 Revision 1. Operators must ensure that these modifications are completed before the deadline of 31 July 2010 to maintain the airworthiness of the aircraft. Failure to comply with this AD may result in the aircraft being deemed unairworthy, leading to potential grounding and regulatory penalties. Any breach of this Airworthiness Directive could result in serious safety consequences, including potential damage to the aircraft's floor structure and empennage control cables during a rapid decompression event, which could compromise the aircraft's controllability. The AD does not explicitly state civil or criminal penalties for non-compliance, but non-compliance may lead to enforcement actions by the Civil Aviation Safety Authority, including fines and the potential grounding of the aircraft until the required modifications are completed. The specific penalties would be determined based on the nature and severity of the non-compliance, as per the Civil Aviation Safety Regulations 1998.
