AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.
AD/B767/127 Elevator Power Control Actuator Bellcrank 11/2000
DM
Applicability: Model 767-200, -300, and -300F series aircraft, with line numbers 1 through 800. Requirement: Action in accordance with the technical requirements of FAA AD 2000-17-05 Amdt
39-11879.
Note: Boeing Alert Service Bulletin 767-27A0166 refers.
Compliance: Before 20 October 2000, unless already accomplished.
This Airworthiness Directive becomes effective on 20 September 2000.
Background: The FAA has received reports that elevator bellcrank assemblies with failed shear rivets have been found on three Model 767 aircraft. On one aircraft, the failed shear rivets were found in both the left inboard and left centre power control actuator bellcrank assemblies. Failure of two bellcrank assemblies on one side can result in that single surface moving to a hardover position independent of pilot command resulting in a significant pitch upset recoverable by the crew.

Delegate of the Civil Aviation Safety Authority 13 September 2000
The above AD is notified in the Commonwealth of Australia Gazette on 20 September 2000.
