Engine Flameouts - Revised Operating Technique and Modifications

Applicability: All Boeing 737-300 and 400 A/C fitted with CFM56-3 series engines.

 

Requirement: Part 1: Amend the Limitations section of the aircraft Flight Manual by adding the following instruction:

 

“OPERATION IN MODERATE TO HEAVY RAIN, HAIL, OR SLEET:

 

When operating in or in the vicinity of (near) moderate to heavy rain, hail, or sleet, accomplish the following:

 

  1. Engine start switches...............FLIGHT

 

2.    Minimum engine N1..............45 per cent

 

3.    Auto-Throttle...................OFF

 

Note: Operation in or in the vicinity of (near) moderate to heavy rain, hail, or sleet is to be assumed if indicated by any of the following sources: weather radar, reports, or observations.”

 

“OPERATING IN THUNDERSTORM ACTIVITY: CAUTIONARY NOTE:

Flight operation should be conducted so that operation within five miles of thunderstorm activity is avoided”.

Note 1: Compliance with Part 1 of this Directive may be achieved by inserting a copy of this TLX A.D. into the Limitations section of the Flight Manual pending receipt and incorporation of F.M. Amdt No A/AN 7373/10 (Ansett) A/TN 7373/10 (Australian) into the relevant Flight Manual.

 

Note 2: Compliance with the previous issues of this Directive does not constitute compliance with this AD/B737/16 Amdt 2.

 

Part 2: Amend the Minimum Equipment List as follows:

 

“For operation in known or forecast rain, hail or sleet the following items must be operable for despatch.

 

  1. Weather radar.

 

2.    Engine ignition system - both engines left and right ignitors.”

Note 1: Compliance with Part 2 of this Directive (for weather radar and engine ignition systems) may be achieved by inserting a copy of this TLX AD into the M.E.L. (sections-radar and ignition) pending receipt and incorporation of formally approved pages.

 

Note 2: The anti-ice section of the M.E.L. will satisfy compliance with this Directive when those Approved Statements which were in existence prior to 2 June (when AD/B737/16 was issued) are re-instated.

 

Part 3: Install a placard (red base, white lettering) on the instrument panel in clear view of the flight crew and in close proximity of the engines’ N1 indication gauges, that reads as follows:

 

“Maintain At Least 45 per cent N1 When Operating In Or Near Moderate To Heavy Rain, Hail, or Sleet”

 

Part 4: For model 737-300 series: Accomplish the engine modification described in Boeing Service Bulletin 737-77-1031, Revision 1, dated 14 May 1992.

Upon accomplishment of this modification, the requirements of Parts 1, 2 and 3 of this AD no longer apply.

 

Part 5: For model 737-400 series aircraft: Accomplish the engine modification described in Boeing Service Bulletin 737-77-1031 Revision 1, dated 14 May 1992. Upon accomplishment of this modification, the requirements of Parts 1, 2 and 3 of this AD no longer apply and any related flight compartment instrument panel placard, may be removed.

Compliance: For Parts 1 and 3 - Unless already accomplished, prior to further flight after 16 January 1989.

 

For Part 2 - Unless already accomplished, prior to further flight after 23 January 1989. For Parts 4 and 5 - By 01 August 1994.

Background:  Parts 4 and 5 have been added to mandate incorporation of the CFM International modifications developed to make the engines more flameout resistant. They are intended to be the closing actions for this AD.

Overview

These updates to the Flight Manual and Minimum Equipment List must be completed before further flights are undertaken after specified dates, ensuring that the aircraft are compliant with the latest safety standards. In addition to the operational and equipment requirements, the AD includes modifications to the engines to enhance their resistance to flameouts. For Boeing 737-300 series aircraft, these modifications, as detailed in Boeing Service Bulletin 737-77-1031, Revision 1, must be completed by 1 August 1994. Once these modifications are accomplished, the requirements of Parts 1, 2, and 3 of this AD no longer apply. For Boeing 737-400 series aircraft, the same modifications must be made, and any related flight compartment instrument panel placard may be removed once the modifications are completed. Failure to comply with these ADs can result in significant safety risks, including engine flameouts, and thus, strict adherence is mandatory.
