AIRWORTHINESS DIRECTIVE


For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

 

AD/B737/143 Fuel Low Pressure Switches and Boost Pumps 7/2000

Applicability: Model 737-100, -200, -300, -400 and -500 series aeroplanes line number 1 through

3002 inclusive.

 

Requirement: 1. Inspect main tank fuel boost pumps to determine if one or more pumps were manufactured by General Electric Company (GEC) of the United Kingdom. If GEC pumps are fitted test each pump in accordance with instructions in Boeing Alert Service Bulletin 737-28A1114 Revision 2 dated January 28, 1999. If the fuel boost pump output pressure is less that 23 pounds per square inch gauge (psig) as measured at the inlet to the engine fuel pump; or less than 36 psig as measured at the fuel boost pump low pressure switch, replace the fuel boost pump with a new or serviceable fuel pump in accordance with the Alert SB.

 

2.    No aircraft shall be dispatched with any main fuel boost pump inoperative unless initial testing and any follow on corrective action in accordance with Requirement 1 have been complied with.

 

3.    Replace all 4 low pressure switches installed downstream of the main fuel boost pumps with higher threshold low pressure switches in accordance with Boeing SB 737-28A1114 Revision 2.

Compliance: 1. Prior to the accumulation of 3,000 flight hours or within 1 year from the aircraft date of manufacture, or within 90 days from the effective date of this Directive whichever occurs first. Thereafter, retest at intervals not exceeding 6 months time in service until Requirement 3 has been complied with.

 

2.    Prior to further flight after the effective date of this Directive.

 

3.    Within 2 years time in service from the effective date of this Directive. This Airworthiness Directive becomes effective on 13 July 2000.

Background:  The manufacturer has advised that 5 engine rollbacks or flameouts occurred due to unsatisfactory performance of the fuel boost pumps. Also, the existing low pressure indication system did not show that fuel pressure from the boost pumps was too low.

Overview

The Civil Aviation Regulations 1998, under the authority of the Civil Aviation Safety Authority (CASA), establish specific airworthiness directives for maintaining the safety of aircraft. One such directive, AD/B737/143, applies to Boeing 737 series aeroplanes, specifically model numbers 737-100, -200, -300, -400, and -500, with line numbers ranging from 1 to 3002 inclusive. This directive mandates rigorous inspection and maintenance of fuel low pressure switches and boost pumps to prevent unsafe conditions that could lead to engine rollbacks or flameouts. The directive requires the inspection and testing of main tank fuel boost pumps, with specific focus on those manufactured by General Electric Company, and the replacement of any non-compliant pumps. Additionally, all low pressure switches must be replaced with higher threshold switches to ensure proper fuel pressure indication. This directive, effective from 13 July 2000, is binding throughout the Commonwealth of Australia and ensures adherence to safety standards mandated by CASA.

Key Provisions

The Airworthiness Directive (AD) issued under subregulation 39.1 (1) of the Civil Aviation Regulations 1998 (CAR 1998) applies specifically to Boeing 737 Series Aeroplanes, namely the 737-100, -200, -300, -400, and -500 models, with line numbers ranging from 1 through 3002 inclusive. The AD imposes several obligations on the entities it governs. Operators and maintainers of the affected Boeing 737 Series Aeroplanes must ensure that the specified inspections and tests are conducted within the stipulated timeframes. Specifically, inspections and tests must be performed prior to the aircraft accumulating 3,000 flight hours, or within one year from the aircraft's date of manufacture, or within 90 days from the effective date of this AD, whichever occurs first. After the initial compliance, retests must be conducted at intervals not exceeding six months in service until the requirements are fully met. Additionally, operators must ensure that aircraft are not dispatched with any main fuel boost pump inoperative unless the initial testing and any necessary corrective actions have been completed. Finally, the replacement of the low pressure switches must be completed within two years from the effective date of the AD. Failure to comply with the AD may result in significant legal and safety consequences. While the Civil Aviation Regulations 1998 do not explicitly detail the penalties for non-compliance in this context, breaches of ADs can lead to enforcement actions by the Civil Aviation Safety Authority (CASA). Such actions may include fines, operational restrictions, or even the grounding of non-compliant aircraft. The severity of the penalty often depends on the nature and extent of the non-compliance, and whether it poses an immediate safety risk.
