SCHEDULE OF AIRWORTHINESS DIRECTIVES
AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CASR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.
Boeing 727 Series Aeroplanes
AD/B727/192 Engine - Reverse Thrust Operating Limitations 13/2004
Applicability: All Boeing 727 aeroplanes fitted with Rolls Royce Tay 651-54 engines. Requirement: Action in accordance with LBA AD 2002-090R1.
Note: LBA AD 2002-090R1(EASA Approval 2004-9948) refers.
Compliance: Not later than 21 January 2005.
This Airworthiness Directive becomes effective on 23 December 2004.
Background: Two Tay 650-15 low pressure (LP) compressor multiple fan blade failures have occurred since 1997. The last failure occurred on 15 September 2001 and resulted in the release of the LP compressor assembly. The fuselage was penetrated resulting in a fatality. The failures are thought to have been caused by cracking of the fan blades initiated under conditions of fan flutter. After the first multiple fan blade failure, in order to protect against this condition, revised operating limitations has been approved, which were issued in the engine operating instructions for Fokker 100 aircraft. Because of the same fan blade design in the Tay 651-54 engines similar operating limitations were read across to the Boeing 727 operation.
