Overview
The Civil Aviation Regulations 1998, enacted by the Commonwealth of Australia, constitute a comprehensive set of rules governing all aspects of civil aviation within Australia. Among the various parts, Part 39, particularly AD/AL 250/53 Amendment 1, addresses the specific issue of ensuring the airworthiness of Allison Turbine Engines - 250 Series by mandating inspections and replacements of certain compressor mount assemblies. The legislation aims to enhance aviation safety by identifying and rectifying potential mechanical failures in specified engine models. This amendment, reflecting a policy objective to maintain high safety standards in aviation, was introduced to address the identified problem of compressor mount assembly failures in Allison 250-C28 and -C30 series engines. The directive, issued by the Civil Aviation Safety Authority, requires compliance through detailed inspection and replacement procedures outlined in the accompanying documentation.
Scope and Application
The Civil Aviation Regulations 1998, specifically Part 39 - 106, pertains to the Civil Aviation Safety Authority (CASA) Schedule of Airworthiness Directives, focusing on Allison Turbine Engines - 250 Series. The regulations apply to Model 250-C28 and -C30 series engines that have specific compressor mount assemblies with particular part numbers and serial numbers as outlined in the Requirement Document. The primary requirement under this directive mandates inspection and, if necessary, replacement of certain compressor mount assemblies to ensure airworthiness. The directive was amended to incorporate FAA AD 85-25-08, which introduces an improved compressor mount assembly. Compliance with these directives is mandatory and must be conducted in accordance with the specified timelines and procedures, with the compliance period starting after 28 February 1986 and concluding no later than 30 November 1986. This legislative instrument has a national reach within Australia, governing all aviation entities and personnel operating under CASA's jurisdiction.
Key Provisions
The Civil Aviation Regulations 1998, specifically in Part 39 - 106, detail the Civil Aviation Safety Authority's Schedule of Airworthiness Directives, with a focus on Allison Turbine Engines - 250 Series, as outlined in AD/AL 250/53 Amendment 1 from February 1986. This directive applies to Model 250-C28 and -C30 series engines equipped with specific compressor mount assemblies P/N 6896021, 6898966 or 6898611 with serial numbers listed in the Requirement Document. The primary requirement (section 1) mandates that these compressor mount assemblies be inspected according to Allison's CEB-A-72-2080/3081 dated 15 September 1982. Additionally, the directive requires (section 2) that these assemblies be replaced with mount P/N 23007217, as per Allison's CEB-72-2085/3085 Rev. 1 dated 30 April 1985. This amendment aligns with FAA AD 85-25-08, which introduced the improved compressor mount assembly.
The obligations imposed by the AD/AL 250/53 Amendment 1 are clear and specific. Operators and maintenance personnel must adhere to the inspection and replacement procedures outlined in the referenced documents. Compliance with these directives is mandatory and must be carried out as detailed in the Requirement Document. The directive stipulates that these actions must be completed during the next compressor assembly overhaul or repair following 28 February 1986 but no later than 30 November 1986. Failure to comply with these timelines and requirements could lead to significant safety and operational risks.
Non-compliance with the AD/AL 250/53 Amendment 1 carries serious implications, as the directive is intended to ensure the continued airworthiness and safety of the specified aircraft engines. Under the Civil Aviation Regulations, failure to adhere to Airworthiness Directives can result in both civil and criminal penalties. Civil penalties may include fines and the potential grounding of non-compliant aircraft, while criminal penalties could encompass imprisonment for individuals found guilty of disregarding these safety mandates. The exact penalties are determined by the severity of the non-compliance and are subject to the broader legal framework governing civil aviation safety in Australia.
