Overview
The Civil Aviation Regulations 1998, enacted by the Commonwealth of Australia, include provisions for Airworthiness Directives (ADs) to ensure the safety and airworthiness of aircraft. Part 39, specifically AD/A320/29 Amendment 1, addresses a critical issue concerning the Ram Air Turbine Bearing End-Float for Airbus Industrie A319, A320, and A321 series aeroplanes. This directive was introduced to address the risk of the Ram Air Turbine detaching from its leg during a ground functional test, a concern reported by the manufacturer. Compliance with this directive ensures that the specified aircraft maintain their airworthiness and adhere to the safety standards set forth by the Civil Aviation Safety Authority. The objective is to mandate specific actions in accordance with Airbus Service Bulletins to mitigate this risk, thereby safeguarding the operational integrity of the affected aircraft.
Scope and Application
The Civil Aviation Safety Authority (CASA) under the Civil Aviation Regulations 1998, Part 39 - 105, has issued an Airworthiness Directive (AD) specifically targeting Airbus Industrie A319, A320 and A321 series aeroplanes. This directive applies to all A320 series aircraft that are fitted with specific P/N 680203020, 680203021, or 680203027 Ram Air Turbines and have not incorporated Airbus Industries modification 24701 or Airbus Industries Service Bulletin A320-29-1065. The directive mandates actions in accordance with Airbus Service Bulletin A320-29-1061 or, if previously executed, Airbus Service Bulletin A320-29-1065. Compliance with Airbus Industries Service Bulletin A320-29-1065 provides terminating action for this directive. The directive’s effective date remains at 13 July 1993, with compliance required before 30 June 1997. This legislation ensures the safety and airworthiness of the specified aircraft by addressing a potential issue with the Ram Air Turbine.
Key Provisions
The Civil Aviation Regulations 1998, specifically Part 39 - 105, include an Airworthiness Directive (AD) concerning Airbus Industrie A319, A320, and A321 series aeroplanes. This AD, numbered AD/A320/29 Amendment 1, pertains to the Ram Air Turbine (RAT) bearing end-float issue. It applies to all A320 series aircraft equipped with specific turbine parts numbers (P/N 680203020, 680203021, or 680203027) and excludes those that have already implemented Airbus Industries modification 24701 or Airbus Industries Service Bulletin A320-29-1065 (section 9/95). The directive requires that action be taken in accordance with Airbus Service Bulletin A320-29-1061, unless the action outlined in Airbus Service Bulletin A320-29-1065 has already been implemented.
The AD mandates that operators of affected aircraft ensure compliance with the specified actions. This includes adherence to the procedures outlined in Airbus Service Bulletin A320-29-1061, which addresses the RAT bearing end-float issue. Operators must also verify that the actions in Airbus Service Bulletin A320-29-1065 have been carried out if they are not already in place. Compliance with these bulletins is crucial to maintaining the airworthiness of the aircraft. The effective date of this directive remains 13 July 1993, and compliance must be achieved prior to 30 June 1997. It is noted that compliance with Airbus Industries Service Bulletin A320-29-1065 serves as terminating action for this directive.
Breaching the requirements of this Airworthiness Directive can lead to significant consequences. The Civil Aviation Regulations 1998 impose strict obligations on aircraft operators to ensure that all mandated actions are completed within the specified timeframes. Failure to comply with the AD may result in the aircraft being deemed unairworthy, which could lead to grounding and legal penalties. The specific consequences and penalties for non-compliance are not detailed within the text of this AD but are generally outlined in the overarching Civil Aviation Regulations, which could include fines and potential criminal charges for serious breaches.
In summary, the AD/A320/29 Amendment 1 sets forth clear requirements for the maintenance and modification of the Ram Air Turbine in certain Airbus A320 series aircraft. It mandates specific actions to be taken to address known issues with the RAT bearing end-float. Operators must ensure compliance with these directives to maintain the airworthiness of their aircraft, with potential legal and financial repercussions for failure to adhere to the regulations.
