The Tribunal found that Mr. Tehseen's substantial investment in his brother's business in Australia, coupled with the unstable situation in Pakistan, created a greater incentive for him to remain in Australia than to return to his home country. Accordingly, the Tribunal affirmed the decision not to grant Mr. Tehseen the Visitor visa, finding that the requirements of clause 600.211 were not met.
