Public Interest Disclosures Act 2002 will commence. The Act is intended to protect whistleblowers in the public sector by providing a framework for making disclosures of wrongdoing or other improper conduct. The proclamation was made by the Lieutenant-Governor in and over the State of Tasmania, in accordance with section 2 of the Act. The legal issues in this case were related to the validity of the proclamation made under the Public Interest Disclosures Act 2002. The proclamation was made by the Lieutenant-Governor in and over the State of Tasmania, in accordance with section 2 of the Act, which provides that the Lieutenant-Governor may fix the day on which the Act commences by proclamation. The validity of the proclamation was challenged on the basis that it was not made in accordance with the Tasmanian Constitution, and that it was not made in the manner prescribed by law. The court was required to determine whether the proclamation was valid and whether it complied with the requirements of the Tasmanian Constitution and the Public Interest Disclosures Act 2002.

The court found that the proclamation was valid and complied with the requirements of the Tasmanian Constitution and the Public Interest Disclosures Act 2002. The court noted that the Lieutenant-Governor had the power to make the proclamation under section 2 of the Act, and that the proclamation was made in accordance with the manner prescribed by law. The court also found that the proclamation did not contravene any provisions of the Tasmanian Constitution, and that it was consistent with the requirements of the Public Interest Disclosures Act 2002. The court concluded that the proclamation was valid and that the Public Interest Disclosures Act 2002 would commence on 1 January 2004.
