While the delegate had refused the visa, the Tribunal concluded that, based on the extensive documentation submitted by the applicant, including financial records, communication transcripts, tenancy agreements, and supporting statements, it was able to find in favour of the applicant without requiring a hearing. Consequently, the Tribunal remitted the application for reconsideration with a direction that the applicant met the relevant visa criteria.
