The court determined that the accrual of the causes of action occurred at a point in time when the appellants had sufficient knowledge of the facts constituting their claims, and that this point preceded the commencement of proceedings by a period exceeding the statutory limitation period. No basis was found to extend the limitation period under the relevant provisions.

The court therefore dismissed the appellants' claims as being out of time.
