While the applicant's brother provided evidence of financial capacity to support her stay and indicated the purpose of the visit was to spend time with family and for tourism, the Tribunal found that this, combined with other factors, did not satisfy the requirements of clause 600.211. The Tribunal concluded that, on the cumulative assessment of all matters, it was not satisfied that the visa applicant genuinely intended to stay temporarily in Australia for the purpose for which the visa was sought.

Consequently, the Tribunal affirmed the decision not to grant the visa applicant a Visitor (Class FA) visa.
