It also considered his multiple unsuccessful applications for permanent residency visas and a prior unsuccessful attempt to seek review of a visa refusal. Based on this history, the Tribunal concluded that Mr. Hoang did not demonstrate a genuine intention to stay temporarily in Australia for the medical treatment purpose.
