The Tribunal also found that Ms Hall, as the payment nominee, would reasonably have been aware of the change in benefit payments, as the payments were deposited into her bank account. Consequently, the Tribunal concluded that the applicant had been correctly notified of the decision on 2 May and 15 May 2017 and had failed to seek review within the 13-week timeframe.

Therefore, the Tribunal affirmed the decision under review.
