Therefore, the debt was not 'attributable solely to an administrative error made by the Commonwealth' under section 1237A(1). Furthermore, the court noted that section 1237AAD requires that the debt not have arisen from the debtor knowingly failing to comply with the Act, and that special circumstances beyond financial hardship must exist for waiver to be considered. The court found no basis for the debt to be written off under section 1236 of the Act.
