The Tribunal identified Ms Belshaw's last substantive visa as an e-Visitor visa, which ceased on 24 November 2018. This date was determined to be the "relevant day" for the purposes of PIC 3002. As her application was made more than 12 months after this relevant day, she failed to satisfy PIC 3002.

Accordingly, the Tribunal affirmed the decision not to grant Ms Belshaw the Subclass 461 visa.
